Following the post-race celebration he was called for a meeting with the panel, Vettel breach of article 43.3 of the regulations as he did not return directly to parc fermé. And the source confirms that race stewards ultimately decided to hand out a fine, determining that he was not instructed sufficiently.

“The driver failed to proceed directly to the post race parc fermé as detailed under article 43.3 of the FIA Formula One Sporting Regulations,” said the stewards.

“Due to the special circumstance the Stewards accepted the explanation of the driver. The team failed to instruct the driver sufficiently to return directly to post race parc fermé.”
